ARM64 support for Commodore OS Vision

I have a plan that will enable us to have a close to repeatable process for other boards at some stage, which might require a little tweaking.
Right now I've got the basics all there, and I'm focused on software configuration and inclusion....with a few additional surprises.

Edit: I will be working with wiisoldier to ensure that we can get as close to feature parity as possible.
We might need to make a few minor compromises for some issues of course, but you might not even notice.
