There are plenty of seeds. 40+ at least, you just may not be connected to them.

I don't understand how there can be no complete seed, as I am the seeder and the machine has been on the whole time.
I've tweaked some settings for faster upload, which may be helping.
I know I'm well beneath bandwidth capacity.
I'll have a go on a few other machines to see how they fare.

I'm afraid updating from within COS2 to COS3 is not an option, much that I wish that it was. The way Linux works though you'd end up downloading everything again in place anyway, and I'd rather not have to host all the extras. If you're happy with COS2 I think that's great. The problem is that I keep the build machine totally pristine free of the ROMs. Which means I configure by copying files from a test machine, and sometimes, there's something missed.
